When do I have to report my packaging volumes in Germany?

With every system participation, or once a year by 1 June if you placed under 10 tonnes the year before. Plus a declaration of completeness by 15 May above the thresholds.

Quick answer

It depends on your volume. As a rule, § 9(1) VerpackDG requires you to send ZSVR the same figures you give your dual system, without delay. If you made available less than 10 tonnes of system-participation packaging in Germany in the previous calendar year, § 9(2) exempts you from that and you instead report the year's figures once, by 1 June of the following year. Above the thresholds in § 10, a declaration of completeness is due by 15 May, checked by a registered expert. If you have a representative, it files these for you.
