I sell on eBay. Do I need EPR in Germany?

Yes, for business sellers with buyers in Germany: LUCID registration, a dual-system licence (eBay offers one through Lizenzero), your LUCID number in eBay, and a German representative if you are based abroad.

Quick answer

Yes, if you sell as a business to buyers in Germany. eBay says German packaging law applies to all business sellers with buyers in Germany, whether you pack and ship yourself or import goods already packed. You register yourself in LUCID, license your packaging (eBay offers a licence through its partner Lizenzero), and send your LUCID number to eBay in your account settings. If your company has no establishment in Germany, since 12 August 2026 you also need a German authorised representative; the Lizenzero licence does not cover that.

Where to enter your LUCID number

In your eBay account settings, choose Business information, open the Extended producer responsibility section and choose Add or Manage. eBay notes this works only on a computer or tablet, not on a phone.

The steps

  1. Register in LUCID yourself. It is free, and nobody, eBay included, can do it for you.
  2. License your packaging with a dual system, through Lizenzero or any other system.
  3. Send your LUCID number to eBay in your account settings.
  4. If your company is not established in Germany, appoint a German authorised representative by a written mandate in German, and name them in LUCID.
