Do I need a declaration of completeness (Vollständigkeitserklärung) in Germany?

Only above the volume thresholds: 80 t glass, 50 t paper and cardboard, or 30 t lightweight packaging in the previous year. Due 15 May.

Only above the thresholds. ZSVR lists them: in the previous calendar year, at least 80 tonnes of glass, 50 tonnes of paper and cardboard in total, or 30 tonnes of lightweight packaging (ferrous metals, aluminium, plastics, beverage cartons and other composites) in total. Reach any one and you file an audited declaration by 15 May (§ 10 VerpackDG). ZSVR and the state authorities can also require one at any time, even below the thresholds. Most small marketplace sellers stay well under them.
