Can I avoid German packaging law by not selling to Germany?

Yes. The German duties arise from making packaging available in Germany; if you do not ship packaged goods to buyers there, they do not arise.

Yes, for future sales. Registration (§ 6 VerpackDG), system participation (§ 7) and the representative duty (§ 5(2)) all attach to making packaging or packaged goods available in Germany. If you do not ship packaged goods to buyers in Germany, those duties do not arise. What you already sent there is not undone: the obligations for that packaging remain.
