Can the ZSVR act as my German authorised representative?

No. ZSVR is the competent authority and cannot act as anyone's representative; service providers do.

Quick answer

No. ZSVR runs the LUCID register as the competent authority and states that, for that reason, it cannot be appointed as an authorised representative. Representatives are private service providers with a registered office or branch in Germany, a written mandate in German with you, and their own representative login in LUCID. ZSVR adds that “you are responsible for checking which service provider is suitable for your needs”.
