Do I need to re-register in LUCID because of the PPWR or the VerpackDG?

No. An existing registration stays valid, but you must check and update it: brands, packaging types and, if you are based abroad, your representative.

No, but you must update it. ZSVR says that if your company is already registered you do not register again. You do have to check whether your details need amending under the PPWR and the VerpackDG: brand names, types of packaging and, for companies based outside Germany, the appointment of an authorised representative. Existing registrations had to be updated by 12 November 2026 (§ 68(2) VerpackDG).
