I dropship to customers in Germany. Who is the producer?

Usually the seller the customer buys from, not the supplier that ships. Who handles the parcel is irrelevant.

Usually you, the seller the customer buys from. Handling the parcel does not make a supplier the producer; what counts is who makes the packaged goods available to the end user in Germany, which in dropshipping is normally the seller of record. ZSVR's supply-chain test points the same way: the producer is the operator that initiates the supply chain in the country where the packaging becomes waste. If that is your company and it is based abroad, you need LUCID, a licence and a German representative.
